Internet gambling bill awaits house vote

Legislation seeks to enable some forms of online gambling such as Internet poker and wagering on horse racing

Congress is moving closer to passing legislation that will relieve U.S. financial services companies from implementing bans on Internet gambling as the Payments System Protection Act (H.R. 6870) was approved by the House Committee on Financial Services and appears headed for a possible vote by the full House next week.

Pushed by the committee’s chairman, Rep. Barney Frank, D-Mass., the legislation would delay implementation of earlier legislation that seeks to block Internet gambling. “Adults are entitled to do with their money what they want to do,” Frank has said in explaining his effort to enable citizens to engage in some forms of gambling online.

Generally, opponents of the older legislation — the Unlawful Internet Gambling Enforcement Act of 2006 — maintain that online gambling can’t be outlawed because there are many offshore gambling sites that are difficult or impossible to regulate and many Americans use the offshore sites anyway.

The new legislation also calls for institutions to block Internet wagers on sports, excepting jai alai and horse and dog racing.

If H.R. 6870 becomes law, it will be a boon to the estimated 23 million Americans who play poker over the Web. Jay Lakin, co-owner and VP of PokerSourceOnline.com, hailed the progress of the new legislation on Wednesday.

“Congressman Barney Frank was able to introduce the bill last Thursday and have it marked up and ready to be discussed on the House floor five days later,” Lakin said in an e-mail. “It shows his true passion for this issue and steadfast belief that the federal government should not be determining what consenting adults do in their leisure time.”

The proposed legislation seeks approval for the appointment of a special administrative law judge, who would define unlawful Internet gambling and carry out an economic impact study on compliance costs.

The Frank bill has the support of the Chamber of Commerce, the Financial Services Roundtable, and the Credit Union National Association; they all have criticized the older legislation banning online gambling as unworkable and burdensome.

In a statement, a spokesman for the Safe and Secure Internet Gambling Initiative, which supports the Frank bill, said: “Rather than prohibit an activity millions of Americans enjoy in the privacy of their homes, just as they can in a casino, Congress should create a framework to regulate Internet gambling as a way to protect consumers and collect billions in much-needed federal revenue.”

The World North American Tournament

Online poker strategy, rules, tips and more

Poker has been around for more than 200 years. It has evolved from a simple game, played by professional gamblers and thieves, to a game played worldwide by everyone. Poker is now televised as a sport, not unlike golf and snooker, players play at international tournaments, books about poker are published every year and numerous online poker websites offer players tutorials, rules, tips.
The game itself has evolved over the years. Instead of the original game, which consisted of five cards, one round of betting and no card exchange at all, poker now has dozens of variations. The most popular poker variations are Texas Holdem, Omaha Hi Lo and Seven Card Stud.

Online Poker - How it differs from Land Based Play

1. Speed of online poker play is roughly twice that of land based poker play. The number of hands per hour in a land poker room would be circa 30 per hour at best, perhaps as low as 20. Typical online poker game would see 50-60 hands per hour, and anything up to 120 per hour for short handed “Turbo” play.

2. Rake collected by an online poker room will be 5% or less of each pot whereas land based rooms will be 10% or even higher. In this regard online play is the better value option. Some countries, such as the United Kingdom have laws against the taking of rake. Instead they either charge by the hour or by the tournament. This is the reason that Caribbean Poker is favoured over Texas Holdem in land based casinos in the UK.

3. The quality of player found in an online poker room will generally be lower than that in land based rooms. There are many reasons for this but to actually go to a land based smoky room sitting down at a table of 10 takes an element of confidence that you don’t need in an online poker environment. Land based players are often better in that they usually understand the game before playing it. By way of contrast your average online poker newbie has just watched the World Poker Tour on the Travel Channel or ESPN. The only exceptions to this that I’ve found occur in Las Vegas where you get the full range of extremes from holiday makers trying their hand with the best in the world.

4. Online poker players can pick and choose the time of day they play as they can play 24 hrs a day, 7 days a week and do so from the comfort of their own home. Land based players must plan ahead and get to the venue at the due starting time.

5. Online poker players have more choice, in the number and variety of games to choose from, ranging from free play to cash games to tournaments of all sizes. If you want to win a seat at the upcoming 2006 World Series of Poker (WSOP), then you need to be looking towards online poker tournaments where a far greater range of choices await such as satellite entries from as little as $5.

6. Poker Tells between online and land based poker play are very different. Land based players spend more time observing body language and voice tells through opponent questioning than they do observing time delays between bets and bet size relative to the potential odds of higher hands. Online Poker Tells have more to do with timing, bet size, and table position rather than the judgement of facial expression.

7. Poker etiquette is more disciplined in land based poker rooms. The online poker experience can often be spoiled by drunken fools who believe they have Phil Ivey’s skill level even though they clearly don’t. Catch a lucky card in an online poker room and you may find yourself on the end of some verbal abuse (through the typed chat system). Phrases such as “you’re an idiot” and worse would not be tolerated in a land based room but go largely unchecked online. You always have the option to turn off player chat but my preferred playing style is to goad the offending player into playing on tilt (usually a simple thing to do). One recourse you do have against abuse is to report the player to the pit boss and they will be either banned from chat or thrown out of the room altogether.

8. Online poker gives you the unique ability to play more than one room at a time. Clearly this is not an option open to land based players. I know of people who play up to six tables simultaneously.

As you can see both environments have the potential for a really good game of poker. Different experiences to suit different player needs. Personally I don’t have a preference between the two. I value the convenience of online play, but still enjoy the interaction of a live room.

There are substantial differences between online poker gaming and conventional, in-person gaming.

One obvious difference is that players do not sit right across from each other, removing any ability to observe others’ reactions and body language. Instead, online poker players learn to focus more keenly on betting patterns, reaction time and other behavior tells that are not physical in nature. Since poker is a game that requires adaptability, successful online players learn to master the new frontiers of their surroundings.

Another less obvious difference is the rate of play. In brick and mortar casinos the dealer has to collect the cards, then shuffle and deal them after every hand. Due to this and other delays common in offline casinos, the average rate of play is around thirty hands per hour. Online casinos, however, do not have these delays; the dealing and shuffling are instant, there are no delays relating to counting chips (for a split pot), and on average the play is faster due to “auto-action” buttons (where the player selects his action before his turn). It is not uncommon for an online poker table to average sixty to eighty hands per hour.

This large difference in rate of play has created another effect among online poker players. In the brick and mortar casino, the only real way to increase your earnings is to increase your limit. In the online world players have another option, play more tables. Unlike a physical casino where it would be nearly impossible to play multiple tables at once, most online poker rooms allow a player to be on up to 4 tables at once. For example, a player may make around $10 per 100 hands at a lower limit game. In a casino, this would earn them under $4 an hour, which minus dealer tips would probably barely break even. In an online poker room, the same player with the same win rate could play four tables at once, which at 60 hands per hour each would result in an earning of $24/hour, which is a modest salary for somebody playing online poker. Some online players even play eight or more tables at once, in an effort to increase their winnings.

Another important change results from the fact that online poker rooms, in some cases, offer online poker schools that teach the basics and significantly speed up the learning curve for novices. Many online poker rooms also provide free money play so that players may practice these skills in various poker games and limits without the risk of losing real money. People who previously had no way to learn and improve because they had no one to play with now have the ability to learn the game much more quickly and gain invaluable experience from free money play.
